Elsie L. Scott, Ph.D., is president and chief executive officer of the Congressional Black Caucus Foundation (CBCF) in Washington, D.C. The CBCF Board of Directors named Dr. Scott to the position in February 2007. She had served as interim president and CEO since July 2006, after having joined the Foundation in 2005 as vice president for research and programs. more>
Keith Wright is the executive vice president and chief operating officer for the Congressional Black Caucus Foundation (CBCF). Wright provides the leadership, management and vision to ensure the financial strength and operating efficiency of the organization. more>

Elsie L. Scott, Ph.D., president and chief executive officer
The CBCF Board of Directors named Dr. Scott as president and chief executive officer in February 2007. She joined the Foundation in 2005 as vice president for research and programs. Prior to joining CBCF, Dr. Scott served as deputy commissioner for training for the New York City Police Department and executive director of the National Organization of Black Law Enforcement Executives (NOBLE). She has also held senior and supervisory roles in the police departments of Detroit and the District of Columbia and the U.S. Department of Homeland Security. She has taught political science, urban studies and criminal justice at several universities.

Keith Wright, executive vice president and chief operating officer
CBCF named Keith Wright as its executive vice president and chief operating officer in July 2007. Wright, formerly a vice president at Citibank and Fannie Mae, has a long history of developing and delivering homeownership products and services in communities across the country. He is currently responsible for the day-to-day management of the CBCF staff of 30 working in areas of programs, resource development, finance, meeting and events, communications and administrative services.

Marjorie Innocent, Ph.D., director of research and programs
Dr. Marjorie Innocent was named the director of research and programs at CBCF in December 2006. She oversees the strategic development, implementation and evaluation of the Foundation's initiatives in the areas of health, education, economic development and leadership development. She has several years of experience in evaluation and research related to public health and education, as well as in examining policy and practice issues in the delivery of health and social services to low-income youth.

Menna Demessie, Ph.D
Menna Demessie, Ph.D., joined the Foundation in 2011. Menna Demessie received her joint Ph.D. in Public Policy and Political Science from the University of Michigan in August 2010, along with her M.A in Political Science and Certificate in African American, African and Black Transnational Studies. Her research focuses on legislative behavior, foreign policy, congressional caucuses, and racial and ethnic politics. Having received the nation’s oldest and most prestigious congressional fellowship in political science, Menna worked for Rep. Barbara Lee in the 112th U.S. Congress as an American Political Science Association Congressional Fellow on unemployment legislation, poverty, and foreign policy. In her latest publication in PS: Political Science & Politics Journal (July 2011, Vol.44, No.3) entitled, "Congress from the Inside: U.S.-Africa Foreign Policy and Black Ethnic Politics," she discusses the importance of emerging black ethnic constituencies in the American Polity and the need for the U.S. government to recognize the value of working in partnership with black diaspora communities in addressing U.S. foreign policy. Menna currently serves as the historian for the National Conference of Black Political Scientists (NCOBPS) and the national youth coordinator for the Society of Ethiopians Established in the Disapora (SEED). Menna teaches race and ethnic politics, Congress, and foreign policy at the University of California Washington Center where she teaches as an adjunct professor. Menna works on civil rights issues and economic development as well as other policy areas concerning African Americans and the black Diaspora.

Ivory Toldson, Ph.D., senior research analyst
Dr. Ivory Toldson is the author of the groundbreaking “Breaking Barriers: Plotting the Path to Academic Success for School-age African-American Males.” Released on Capitol Hill in 2008, the study is being discussed around the country through several roundtable discussions. Rather than recapping problems, the report emphasizes solutions to the persistent gap in academic achievement among black boys. Dr. Toldson joined CBCF in July 2006. He is also an assistant professor in Howard University Counseling Psychology Program in Washington, DC.
