Tory Williams

Vice President, Marketing & Communications

Tory Williams is the Vice President of Marketing and Communications at the Congressional Black Caucus Foundation, Inc. (CBCF). She develops and directs the strategic marketing plan for CBCF that increases awareness around the work it undertakes to eliminate disparities in the global Black community; oversees the development and implementation of all marketing and communications strategies designed to protect, promote, and build the identity and reputation of CBCF; and contributes to CBCF’s organizational strategy to help shape, grow, and expand its visibility and influence.

Ms. Williams is a marketing strategist with over 12 years of experience in communications, marketing, and advertising. She builds and manages integrated campaigns based on the pillars of inclusion, empowerment, and impact. She specializes in integrated marketing, branding and visual storytelling, strategic communications planning, and project management for the federal government, digital health care, recruitment, fashion and retail, higher education, and automotive industries.

Prior to joining CBCF in 2020, she was a Director at Reingold, Inc., a mission-driven strategic communications firm, where she managed and directed integrated marketing campaigns and outreach engagements with the U.S. Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Connected Care (OCC). She provided strategic guidance to OCC across key workstreams such as graphic design, brand identity evolution, digital experience, video development, partnership outreach, educational and promotional events, and content development.

Prior to her tenure at Reingold, Ms. Williams worked at JWT INSIDE, now Wunderman Thompson, managing strategic communications, marketing, and brand development and management efforts for employer brands such as ANN INC., General Motors, and the U.S. Department of Veterans Affairs.

Ms. Williams earned a Bachelor of Arts with a double major in English Language and Literature and African-American Studies from the University of Virginia. She is also a Project Management Institute (PMI) certified Project Management Professional (PMP). Ms. Williams is a proud member of Alpha Kappa Alpha Sorority, Incorporated.

Ms. Williams is a native Arlingtonian and now lives in Alexandria with her fiancé, Anthony, and shih tzu, Chloe.
