
Empowering Tomorrow's Leaders: The CBCF-Oxford Partnership
The Congressional Black Caucus Foundation (CBCF) stands at the forefront of advancing the global Black community. Since its inception in 1976, the CBCF has been a beacon of leadership development, policy advocacy, and public education. With a commitment to nurturing the next generation of Black leaders, the CBCF is proud to announce an unprecedented collaboration with the University of Oxford, aimed at shaping the future of foreign policy and national security.


The Program
This groundbreaking initiative will offer full scholarship funding for two exceptional alumni of the CBCF Leadership Institute to pursue master’s degrees at the prestigious University of Oxford. These scholars will engage in rigorous academic study while also contributing to practical policy development through the publication of issue briefs on pertinent foreign policy and national security topics.
The program’s primary goal is to cultivate Black American emerging political leaders with a global perspective. By immersing scholars in the rich academic environment of Oxford and Magdalen College, we aim to foster diversity in the national security and foreign policy pipeline. This partnership underscores our commitment to equity and excellence, recognizing the invaluable contributions of Black leaders in shaping a more inclusive world.
Meet the Scholars

Emerald Garrett
“My hope after completing the program is to serve as a Foreign Service Officer. The training and reputation of Oxford will open doors, but more importantly, I hope to reinvest what I’ve learned into others coming up after me. That is one of the primary ways I enjoy serving a purpose much larger than myself.”

Funding
Through a generous grant, the CBCF will cover course fees, living expenses, and administrative costs up to $75,000 for two scholars which includes a living stipend and round-trip flights to and from London, ensuring financial accessibility and support throughout their academic journey.
