Dr. Ciara Horne

Dr. Ciara Horne is a policy and data analyst with over seven years of experience working with nonprofit, federal, and academic organizations to address challenges in healthcare, housing, and social media. She holds a B.S. in Civil Engineering from the University of Maryland, College Park, and a Ph.D. in Systems Engineering from the University of Virginia. During her doctoral studies, Dr. Horne secured over $400,000 in competitive research funding from organizations including the National Science Foundation and the Robert Wood Johnson Foundation. Her projects have produced actionable insights into machine learning, environmental justice, and disaster mitigation, earning her more than 20 national awards.  Dr. Horne is committed to progressing digital equity, public health, and environmental justice. She has conducted multi-state policy analyses and developed data visualizations that have informed public policy discussions and advocated for marginalized communities. Her CBCF Congressional Fellowship within Representative Yvette Clarke’s (NY-09) office serves as a pivotal step to continuing this mission. After her fellowship, Dr. Horne plans to secure a leadership role at a think tank, nonprofit, or consulting organization, driving equitable technology and social justice initiatives through data-driven policy.
