The Congressional Black Caucus Foundation, Inc.'s 7th Annual AVOICE Heritage Celebration honored the legacy of African-American legislators and the commitment to preserve African-American legislative history. The celebration featured a reception and program honoring the Congressional Black Caucus members who served in 1976, the 40th anniversary of the founding of the Congressional Black Caucus Foundation, Incorporated and the 10th anniversary of the Avoice virtual library.

The Avoice virtual library project is a digital repository that provides comprehensive overviews of historic legislative events featuring archival images and documents. The Center for Policy Analysis and Research (CPAR) archives the rich history of black members of Congress in one of the largest digital archives in the world. It is a central source of information about African American historical and contemporary policy issues.
